This art was created in Procreate with a city scape photo, drawing the point perspective lines, then layering elements of the real world onto the art as it was digitally painted and shaded. Layer based animation was added frame by frame to allow the lights to turn on and off. The final animation was finished in a video editor to separate each element and to add film grain effects.
